The ruling, for now, clears the way for the Lone Star State to implement its newly redrawn maps ahead of the 2026 midterms.<\/p>\n<div class=\"code-block code-block-1\">Advertisement<\/div>\n<p>In an amicus brief, Solicitor General John Sauer, representing the Trump administration, said the lower court erred in blocking the map from taking effect. He urged the Supreme Court to intervene and overturn the ruling. Sauer wrote in his filing: \u201cThis is not a close case.\u201d<\/p>\n<p>Sauer argued that the lower court misinterpreted the rationale behind the Legislature\u2019s decision to adjust five congressional districts in a way that favored Republicans. He said the changes were driven by political considerations, not race, and therefore did not violate federal voting laws or the Constitution.<\/p>\n<div class=\"code-block code-block-2\"><\/div>\n<p>\u201cThere is overwhelming evidence \u2014 both direct and circumstantial \u2014 of partisan objectives, and any inference that the State inexplicably chose to use racial means is implausible,\u201d Sauer wrote.<\/p>\n<p>Sauer also defended a letter sent earlier this year by Civil Rights Division chief Harmeet Dhillon, in which the Justice Department urged Texas to address \u201ccoalition districts\u201d that tend to favor Democrats. Opponents of the map have cited the letter as evidence of racial motivations behind the redistricting process.<\/p>\n<div class=\"code-block code-block-7\">Advertisement<\/div>\n<p>Shortly after the letter was issued, Gov. Greg Abbott, a Republican, added redistricting to the Legislature\u2019s agenda, prompting a dramatic walkout in which state Democrats temporarily left the state in protest.<\/p>\n<p>The lower court \u201cmisinterpreted the letter\u2019s meaning; and more importantly, the court misunderstood the letter\u2019s significance to the legislature\u2019s adoption of the 2025 map,\u201d Sauer argued.<\/p>\n<div class=\"code-block code-block-10\">Advertisement<\/p>\n<div id=\"as6078\" data-title=\"You Might Also Like\"><\/div>\n<\/div>\n<p>The plaintiffs involved in the case, consisting of various voting and immigrant rights organizations, contended that Dhillon\u2019s letter called for the disbanding of the coalition districts and the concentration of Black and Latino voters into different districts.<\/p>\n<p>\u201cThe DOJ letter, riddled with legal and factual errors, incorrectly asserted that these districts were \u2018unconstitutional coalition districts\u2019 that Texas was required to \u2018rectify\u2019 by changing their racial makeup,\u201d the plaintiffs argued in their legal filing.<\/p>\n<p>Texas\u2019 mid-cycle redistricting battle is one of several conflicts emerging nationwide as President Donald Trump faces the possibility of a less favorable Republican House map in 2026. In California, voters approved a last-minute ballot measure that would offset the five Republican gains made in Texas. Utah adopted a new map that benefits Democrats, while Virginia has begun steps toward another redrawing process that would also benefit Democrats.<\/p>\n<p>Louisiana\u2019s map, which favors the GOP, is currently awaiting review by the Supreme Court. Missouri also underwent redistricting, adding a GOP-favored seat, and Indiana\u2019s legislature is considering the same thing next month, which would benefit Republicans.<\/p>\n<p>The Department of Justice recently filed suit against California Gov. Gavin Newsom, a Democrat, contending that the state\u2019s new redistricting plan was unconstitutionally driven by race \u2014 a position that contrasts with its stance in the Texas case,\u00a0<a href=\"https:\/\/www.foxnews.com\/politics\/doj-backs-texas-supreme-court-fight-over-republican-drawn-map\" target=\"_blank\" rel=\"noopener\">Fox News reported<\/a>.<\/p>\n<p>Texas has asked the Supreme Court to stay last week\u2019s 2\u20131 ruling by a three-judge panel in the Western District of Texas, which found that race played an impermissibly significant role in the Legislature\u2019s mid-cycle redraw.<\/p>\n<div class=\"code-block code-block-12\">\n<div data-delay=\"4000\" data-block=\"12\">\n<div>\n<div id=\"e1c09a52-67a1-44a3-a58e-fc2bf67380c6\" class=\"_ap_apex_ad\"><\/div>\n<\/div>\n<\/div>\n<\/div>\n<p>\u201cThis summer, the Texas Legislature did what legislatures do: politics,\u201d Texas\u2019 attorneys argued in their request.<\/p>\n<p>In a sharply worded dissent, U.S. District Judge Jerry Brown, a Reagan appointee, criticized the three-judge panel\u2019s ruling, calling it the \u201cmost blatant exercise of judicial activism\u201d he had encountered during his career.
