to end the federal government shutdown are beginning to take shape \u2014 though it remains uncertain when, or even if, all sides will reach an agreement.<\/p>\n<div class=\"code-block code-block-1\">\n<div id=\"e1c09a52-67a1-44a3-a58e-fc2bf67380c6\" class=\"_ap_apex_ad\"><\/div>\n<\/div>\n<p>According to\u00a0<a href=\"https:\/\/www.axios.com\/2025\/11\/04\/government-shutdown-senate-deal-health-care\" target=\"_blank\" rel=\"noopener\">Axios<\/a>, the proposed \u201cthree-legged\u201d plan includes three main components: a Senate vote on Affordable Care Act tax credits, a short-term continuing resolution to give negotiators more time to finalize a full-year budget for the fiscal year that began October 1, and a separate vote to fund military construction, the legislative branch, and agriculture programs.<\/p>\n<p>\u201cI think we\u2019re getting close to an off-ramp here,\u201d Senate Majority Leader John Thune, a Republican from South Dakota, told the outlet.<\/p>\n<p>Senate Minority Whip Dick Durbin (D-IL) said congressional leaders \u201cseem more optimistic\u201d about reaching a breakthrough to end the shutdown.<\/p>\n<div class=\"code-block code-block-2\">Advertisement<\/div>\n<p>One sticking point, however, remains the duration of the continuing resolution to keep the government funded.<\/p>\n<p>Before Senate Democrats forced the government into a shutdown, the House had already passed a bill to keep it funded through November 21.<\/p>\n<div class=\"code-block code-block-7\">Advertisement<\/div>\n<p>If the Senate now strikes a deal to reopen the government, the House will have to return to session and approve the measure \u2014 extending the funding deadline in the process.<\/p>\n<p>The dispute over health care tax credits \u2014 a key factor behind the shutdown \u2014 would be addressed through a Senate vote on extending the credits, as Democrats have demanded.<\/p>\n<p>According to Axios, it remains unclear whether that vote would require a 60-vote threshold to advance or could pass with a simple majority.<\/p>\n<div class=\"code-block code-block-10\"><\/div>\n<p>Thune (R-SD) said Monday he was \u201coptimistic\u201d the Senate could hold a vote this week to reopen the government.<\/p>\n<p>\u201cBut if we don\u2019t start seeing some progress or evidence of that by at least the middle of this week, it\u2019s hard to see how we would finish anything by the end of the week,\u201d he said,\u00a0<a href=\"https:\/\/www.newsweek.com\/government-shutdown-2025-update-republican-end-vote-timeline-10985167\" target=\"_blank\" rel=\"noopener\">according to Newsweek<\/a>.<\/p>\n<p>\u201cThere are people who realize this has gone on long enough and there\u2019s been enough pain inflicted on the American people, and it\u2019s time to end it,\u201d Thune said,\u00a0<a href=\"https:\/\/www.cbsnews.com\/live-updates\/government-shutdown-latest-record-history-trump-senate-votes\/\" target=\"_blank\" rel=\"noopener\">per CBS News<\/a>.<\/p>\n<p>House Speaker Mike Johnson (R-LA) said he would prefer that any bill to reopen the government extend funding through January.<\/p>\n<p>\u201cI am not a fan of extending it to December, because, let\u2019s be frank, a lot of people around here have PTSD about Christmas omnibus spending bills. We don\u2019t want to do that. It gets too close, and we don\u2019t want to have that risk. We\u2019re not doing that. Too many people have concerns,\u201d he said, referencing past budget votes that have come as Christmas loomed.<\/p>\n<p>\u201cI think putting it into January makes sense, but we\u2019ve got to obviously build consensus around that. There\u2019s some discussion about it. We\u2019ll see where it lands. I\u2019m not sure,\u201d he said.<\/p>\n<p>House Appropriations Committee Chairman Tom Cole, an Oklahoma Republican, said he also prefers a January end date, according to\u00a0<a href=\"https:\/\/www.foxnews.com\/politics\/senate-republicans-plot-longer-term-funding-bill-government-shutdown-continues\" target=\"_blank\" rel=\"noopener\">Fox News<\/a>.<\/p>\n<p>\u201cIn both chambers, both parties, there\u2019s a dread of what\u2019s called the Christmas omnibus, where we put you right up to the edge of Christmas, and they don\u2019t let you go home to your family until you pass a God awful omnibus bill.
